This review and analysis is intended to serve as a public policy reference on drug use and policy, and it includes a history of control/policing issues, and a roadmap for a more rational approach. Captain Rahtz’s last two years in the Cincinnati Police Department were spent as commander of the CPD’s Vice Section, with drug law enforcement as one of its two top priorities. Prior to his distinguished career in policing, the author spent close to 20 years working in alcohol/drug addiction programs. He may be the only person in the country who has worked both sides of the supply/demand drug picture. His previous books include “Community Policing: A Handbook for Beat Cops and Supervisors” and “Understanding Police Use of Force.”
