This report is based on the Finnish portion of an international project seeking to develop research solutions for collecting data on trafficking in human beings for sexual exploitation purposes. The basic problem in researching this topic in Finland is the shortage of ready-made data sources. The limited financial resources of the police and border guard authorities, together with a lack of pertinent legislation, impede the effective control of prostitution. New legislation currently being formulated should significantly facilitate monitoring of the trafficking in women. Although the recruitment areas of prostitutes are known, as are the general forms of business, practically no information is available on how the trade is organized. Future research should focus on: criminal cases reported to the authorities; field study of prostitutes, their customers, and other parties involved in the trade; and the personal knowledge of those in the health, social, and border guard services and in the police force.
